According to reliable sources, the government is expected to present the Delhi Services Bill for deliberation and approval in the Rajya Sabha, the upper house of the Indian Parliament, on Monday. This bill, which holds significance in terms of administrative services in Delhi, is scheduled to undergo voting for its passage on the same day following a thorough discussion.

Lok Sabha, the lower house of the Indian Parliament, recently passed the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, pertaining to the transfers and postings of senior officers in the Delhi government. Despite a walkout by opposition parties during the proceedings, the bill managed to secure approval.

A reliable insider shared that the upcoming Rajya Sabha session on Monday will feature the Delhi Services Bill as a prominent agenda item. The bill’s fate will be determined through a voting process that is slated to occur in the evening after a comprehensive debate on its provisions.

Notably, Abhishek Manu Singhvi, a respected figure in the senior leadership of the Congress party and an accomplished Supreme Court lawyer, is anticipated to initiate the discussion from the opposition’s standpoint. Singhvi’s prior involvement in representing the Delhi government in a legal battle related to administrative service control has positioned him as a significant voice on this matter.

In a separate development, leaders representing the INDIA bloc had a meeting with Piyush Goyal, the Leader of the House in the Rajya Sabha, and Pralhad Joshi, the Minister of Parliamentary Affairs, on Friday. This meeting aimed to address the ongoing deadlock concerning the Manipur issue. During this discussion, the opposition members put forward their request for the reinstatement of suspended Congress MP Rajani Patil. The government indicated a possibility of taking a “sympathetic view” in Patil’s case. However, it was unlikely that the suspension of AAP MP Sanjay Singh would be lifted.

The government expressed willingness to engage in a discussion regarding the Manipur issue, but the specific rules under which this discussion would be conducted would be determined by Jagdeep Dhankhar, the Chairman of the Rajya Sabha. In order to move forward with this discussion, the opposition members were urged to provide a draft proposal outlining their points and concerns related to the Manipur issue. As of now, the opposition has not yet shared their draft proposal, and it remains to be seen if it will be submitted by Monday, as per a reliable source.
